What's the point you're trying to make, that Israel is trying to systematically destroy the Palestinian population, but at a slow pace because they have an additional goal of perpetual conflict?

If the strategy is perpetual conflict, from that point of view it doesn’t make sense to eliminate the opponent completely.
Creating more resentment in the opponent might actually perpetuate the conflict.
