These are hard problems to solve, and while I don't have time to read through the many responses so far --which I am sure judging by a quick glance of the nyms here, are quite good --I would just say that no-one probably wants to go broke protecting people from scams and the scammers shouldn't be there in the first place. Alas, they are.
My knee-jerk response, as a user, is that if I could see what the rewards windfall would be before I got them, I would be more willing to sacrifice them for this cause in real time when the zap-war is happening.
