I saw this post on "NOSTR" and I'm wondering what kind of use this feature has. I understand that for zaps of small amounts, Lightning is the best option.
However, I don't know much; I'm just a beginner.
Is there anyone in the community who can explain this?

We had quite some discussion on this back in May: #1496619 and #1494022
There were a few devs earlier this year who made their cool shiny thing that they were implementing onchain zaps (which is just a small bitcoin payment using onchain bitcoin rather than lightning).
The consensus here and I think also on nostr at the time was that it wasn't a great idea. Bad for privacy (linking your social identity to utxos is not good), bad for making dust outputs.
I think it was mostly a weird experiment by Alex Gleason and maybe some other Nostr contributors that got somewhat popular
