I was more intrigued by the lack of bunker penetration, that'd be the whole point of them. But I also wouldn't be surprised if it's just PLA disinfo.
SpaceX already made it cost viable, it wasn't in cold war times.

Maybe once you can make the Rods in space or on the moon it would become economical.
