I came across this tweet from Elon. No one serious about limiting bots would honestly think using fiat would be a serious proposal. Central banks print it out of thin air. Governments have used fiat to fund the forever wars. Are they seriously going to stop at creating Twitter bot accounts? If only there was a money that can’t be gamed? Any ideas?

I think his goal is to link a valid phone number or credit card number to the account - it's not about sending fiat, it's about finding 1,000 accounts using the same credit card number, for example, and flagging those accounts as potential bots.
I mean.. if you ask me you'd just have to pay in bitcoin to setup an account.
After reading SoftWar I can't wait for this Bitcoin CyberDome concept to take off. Elon seems so close to the solution... but, I agree with you, fiat wouldn't be the answer.

I agree about the aggregation of credit card numbers and phone numbers, but he's creating a honeypot for hackers. He is creating a bigger issue for the business imo.
As users, it doesn't mean that we can trust these measures either because how do we know governments are not given a pass? Inevitably, they will be excluded from these measures if fiat is used.
The only transparent method of creating a cost for account creation is by using bitcoin.
