ahh, so it should have a cpfp transaction associated with it that makes the effective rate above 1 sat/vbyte, thus it's in my mempool ? but in this case it seems to be missing that cpfp transaction.
Maybe the child tx conflicted with a spend in another transaction and got removed from the mempool leaving the parent?
