Honestly, I think some officers see a SWAT call as a grand opportunity to enter a home and poke around on a fishing expedition when it's clearly obvious the call is a fake. So they do it anyways. This falls in line with the training thinking that any traffic stop is a good stop because you never know what you might find under the guise of a fix-it ticket.
