Yes, that’s true, but there have also been long periods of time when cultures thrived without war or taxes. A snapshot of today doesn’t necessarily mean that these things can’t be avoided in the future.

The ability to control and secure trade routes is crucial to dominating trade and dominating trade is crucial to your currency being dominant in trade settlement.

Using your logic, the higher the taxes, the stronger the “empire.” If you bother to pick up a history book, you’ll quickly see that’s not the case.
