I searched online and found [JOPDF](https://jopdf.com) but although it is free with no paid premium features, the website seems like it was made in china and the software is proprietary.

I tried [OthmaneBlial/pdf-editor-offline](https://github.com/OthmaneBlial/pdf-editor-offline) but had issues getting OCR to work because it wasn’t finding the system installation of Tesseract (at least with the Linux AppImage).
