There’s no official test that I’m aware of but indoor climbing gyms will make you demonstrate that you know what you’re doing. I imagine that’s for insurance purposes, rather than legal ones though.

Yes, and it makes sense. But we don't do that in Germany. It's at your own risk there. I think it works, because I think you wouldn't start climbing a 10m wall until you're sure you're safe. Fear as enough of a deterrent?

I did a course many years ago, but I don't think I received a certificate.
