Lock contention. We have other jobs that run at midnight and lock the db rows and the rewards job gets starved waiting to take its own lock.

what's the bug that's causing it to not run consistently at midnight?

seems like it's causing confusion where some people were asking why it didn't run at midnight, and now other users asking why it didn't run because they were not expecting to get it the next morning.
