Liquid is not centralized, it is federated, there is a subtle but important difference.
Could also use statechains for this purpose (e.g. Mercury). The main benefit of Mercury over Liquid is that Mercury has a unilateral exit mechanism, making it a "true" layer 2 protocol (imo).
Overall I agree with the author's proposed approach and have been suggesting the same for a while.

I agree, the chokepoint is now getting funds into LN with only the basechain feeding it, but if you have Liquid, statechain or drivechain allowing you to get into an LN channel Liquidity can flow more freely and with things like eCash a lot more people can benefit from that liquidity

Sounds like a great idea but is it technically possible? Plus I think would need more exchanges offering L-BTC
