What factors stop those who have incurred these parasitic debts from simply not paying them?
Defaulting on these debts seems to me to be a valid solution, at least int he cases where something is not being held hostage, and/or when the price for defaulting would be paid in blood.

China has learned from the masters at the IMF. Control them with debt while draining their natural resources.
