This is pure nonsense, and proves that Altman doesn't understand AI at all. There are whole swathes of programs that are genuine AIs, but nobody calls them AIs, because the programs aren't exciting enough. Google Search was built using genuine AI techniques, yet nobody calls it an AI anymore.
It is trivial for ordinary programmers to accidentally make software that is de facto an AI. Is Altman seriously suggesting that newbie programmers be thrown in prison for accidentally making AIs? People are sent to prison all the time for accidentally violating regulations.
Altman, asked to opine on which AI should be subject to licensing, said a model that can persuade or manipulate a person's beliefs would be an example of a "great threshold."
ELIZA, the first AI chatbot, managed to convince some people that it was human. If written correctly, it could convince some people to change their beliefs (e.g. DOCTOR). But ELIZA is a very simple program that no person today would call an AI, despite the fact that it is a genuine AI.
As I said above, Altman has demonstrated his ignorance of AI. And the fact that people take his statements on AI seriously is a testament to how ignorant most people are concerning AI. It is clear that the only reason Altman gets any attention is because he's absurdly wealthy, not because he makes factually correct statements.

Elections are rigged from the get go anyway. I mean every incentive is for the politician to not fix or revise things due to how special interests have formed around them. Even the worst laws with the worst consequences have winners, and they are the ones that will work the hardest to keep things the way they are but also the negative experiences and general decline that people have it is not properly understood what the root causes are, i mean which law is causing it, so thats another reason the system is rigged. And thats why the "bad guys" always win. And thats why elections are rigged. Its a rigged system. I mean do you think some poor guy in california undertands why his neighbourhood is in declline? do you think he is ever going to manage to elect someone who genuinely will give him better odds in life? no fucking way. He will be exploited for his vote, every, single time. And thats another reason the system is rigged, because the person with the most votes wins. And which type of voter do you think there is more of? The one that understands what needs to be done, and who to vote for? Or the one that does not?
