Technically the government acts the same way as any guy with too much credit card debt. He can't print more money like Uncle Sam, but he can get a new credit card, go see the loan sharks, etc...

Exactly, except that the government has never been stopped by anyone. "We are the United States, we can print as much fiat money out of thin air as we want".
