I don't think they can do much to those which are not in the US, more so to those open source projects. Good luck for them for even trying.

Imaginary situation: US Gov pushes mining offshore, it moves somewhere else including Russia. They blame miners in avoiding sanctions and approach wide ban on cryptocurrency and extraterrestrial enforcement.
