What would this actually entail? Because from what I understood about SegWit, since there's 3MB of Witness data, it's assumed that this witness data is about 3 times as cheap as data on the block itself, so the "discount" makes using witness data 75% cheaper than non-witness data.
So would removing the witness discount involve lowering the amount of witness data a block can have, like to 1MB only?
