There doesn’t seem to be a standard way to handle user relay management. There are clients that stuff a user’s relay subscriptions into the content of a Kind: 3 event. Other clients use the Kind: 10002 event, but nip-65 doesn’t come out and say “stop stuffing your relays into Contact List events”.

My opinion is that kind: 10002 is the way to go.
