No, a sim card is not necessary.

I've migrated from Signal to Molly FOSS. I did a backup of Signal, imported it into Molly and used the same phone number I had on Signal.

You can also use a one time phone number with sms4sats.com.

I would go for the FOSS apk. That has no Google Play Services which Signal has embedded in its application.
