Cool so I was on the right path at least. So in this case the block had been mined before transactions could be included.

What does this mean? I get why it would happen when the mempool is not busy but looking at what was expected the transactions got rejected out of this block and included in subsequent blocks. Did Luxor accidentally something which caused the transactions to get rejected?
