When I go to deposit sats into my Breez wallet via onchain it says I can deposit up to 400,000 sats. It also says that a setup fee of 0.4% with a minimum of 2500 sats will be applied for sending more than 2,000,000 sats.
This is confusing. Can I send more than 400,000 sats or not?

It says in the first sentence the min AND the max values you can send. The second sentence specify when you will pay an additional fee.

So just to be sure, I can send an unlimited amount of sats without losing any?

Ah? If you send over the limit, you'll be refunded and lose on-chain tx fees.
