I don't understand how the cooling function works, but the heating function seems straightforward enough. Why do the heat sinks absorb heat from the environment? what do they feed it to? usually the heats sinks feed the heat to the environment, which surrounds the heat sink. otherwise wouldn't they only "absorb" heat until they reached ambiant temperature?
