why does the "Daily discussion thread" render right between 7 and 8 in the home page?
since it's kind of pinned/unique I'd rather see it in a reliable position at the top, but maybe you've tried that and it doesn't feel good?

some place special seems good. would a side rail work or you want to keep that clean? what about a separate tab at the top?

Side rail would require considerable design effort. A separate tab might work.
