I would say Copenhagen is more bikable.

tbh my college town (Davis CA) is probably the most bikable (there's like 2 bikes for every person) but a boring answer and it's more of a town than a city.

Amsterdam isn't very walkable if you consider the risk of getting run over by a bike. It's among the most bikable cities though
