Why would you punish advertisers who pay 10k+ sats, which get distributed back to users, esp the best posts? If someone posts low-rez, spammy, or Chat-GPT generated content, they won't get zapped, and won't get engagement. They'll just keep paying sats to post.
instead of a upfront pay - they pay as it goes.
Its all about insentive.
