has anyone of you used the Twitter API recently? Is it still functioning as expected?

All I need is the functionality to search keywords or the number of tweets containing a specific hashtag, like #nostr. That's why I am considering gettting a "Basic Access" for Twitter's API, but the news around Twitter's API does not sound promising at all.

Can I still use the API's "search all" to find how many times #nostr was tweeted about or do you think that this search request will be blocked? What personal data do I have to provide to get the "Basic Access" to their API?
