If you want things to repeat you need to support them.

I think people who do bad unconsciously create a culture of not recognizing good in an attempt to make doing bad look less bad.

I haven't done it much, but whenever I get a stellar customer service rep or something I always ask to leave a note for their manager that they were excellent.
