The paper is about a new way of relaying location data— instead of giving latitude+longitude it proposes sharing location through 3 english words (for instance cat.banana.leaf). The way it works is by dividing the area of the earth into 3x3 meter squares and naming them in an unambiguous way (very similar to the mnemonics of bitcoin wallets).
