Was just having a browse on mempool.space & found this block had a whopping 7k transactions! Then I saw that most of these are sending 294 sats & paying a higher fee of 1796 sats 🙃.

So I'm thinking this must be one of those "stamps" as these 294 sat UTXO's are below the dust level. Can anyone confirm?
