How is he actually raising funds? I don't see any link in the Twitter thread... did I miss it? I only see the CashApp thingy.

Cash App is a way to raise funds. He has access to those funds using Lightning network.
But I did see a comment reply from Geyser which is a crowdfunding app. Maybe they will get him set up on that platform.
