Paxos set up the transaction incorrectly and accidentally paid miners 20 bitcoins in fees. The mining pool is now voting on whether or not to return the funds. Yes, it should be added that the transaction was apparently created by PayPal as a payment for stablecoins from Paxos. PayPal, which routinely blocks people's accounts and freezes transactions without reason.

They should consider returning the coins in question to Paxos/Paypal but only if the Paypal CEO goes through full KYC/AML and provides proof of legal source for each UTXO they mistakingly combined into miner's fee. Let them taste their own medicine.

A miner chose that transaction for the fees. History was written in the blockchain. You can't rewrite history.

There is no need to make changes in blockchain. The mining pool can send other bitcoin, as a show of goodwill.

I have another idea. Let's use this 20BTC to set up a foundation that sole purpose would be providing a free legal advise and representation for people and small businesses that suffered from PayPal unfair decision to just close their account / freeze their funds, etc.
