I didn't know that was a common problem in developing countries. I had a couple of these exact same problems in Cambodia and Vietnam.
Cambodia once it took me I think more than 5 minutes to pay just because they didn't have the change in a restaurant.
I would add also for a reason I ignore they don't accept paper money which looks old, only paper which looks nice and new.
