I am not sure that there is. I looked into Usenet because I thought you could just be your own provider but from how I understand Usenet to work it is not possible as you need to store petabytes worth of data. Usenet at its core has no way to look at historical uploads. It is basically a pool where you grab whatever data is available in that moment.
The problem is you can't know what data you want to keep as a provider without downloading and sorting through it first. So you have to download the data without knowing what it is and figure that out later.
Usenet providers have agreements with each other to mirror the data they pull from Usenet and then sort through what they want to keep and index, which is how you get a historical record of data uploaded.
All this to say if you want to build LN payments into this, you would have to account for whatever all those costs end up being along the way.
I don't know very much about Usenet providers, which ones are considered really good? I think the only option here would be to work with a provider and consult about LN integration and what that might look like.
