In the upper midwest I'm paying about $0.105/kwh in the winter and $0.128 in the summer. Off peak (11pm to 7am) all year round is $0.062 but theres a separate meter charge for off peak of about $25/mo. Service charge is a flat $35/mo, but that's because I'm in a low density population area. In the cities the rate is comparable, maybe 20% less on rate, and the service fee is about $10/mo.
