including rules to quickly take down illegal content — like incitement to violence or propaganda for terrorist organizations [emphasis added]
That last bit is rather ironic. By their own laws, most nation-states qualify as terrorist organizations. For instance, the US Federal government considers the destruction of civilian infrastructure an act of terrorism; and if your organization does that then your organization is automatically a terrorist organization. The US Federal government organized and funded the bombing of the two Nordstream pipelines, so by it's own laws it qualifies as a terrorist organization.
There is a huge amount of US propaganda videos on YouTube. The EU will undoubtedly never demand YouTube take down those videos. They would never apply their laws to their biggest ally in terrorism.
Of course, there is also the fact that the EU's law will purge evidence of terrorism from the historical record. Ironically, terrorists often boast about their crimes. And the EU is demanding all of that be deleted. Future historians will judge the EU as a totalitarian regime -- especially by condemning the EU's ever-expanding efforts to delete historical evidence.
