I was under the impression that the cowboy hat seemed to be based on being active each day, not the amount of zaps. I zap a lot when I'm on the site, but if I miss a day or two, then I lose my cowboy hat.

There's no fixed optimal amount, because everything is relative to what other stackers are doing.
My rule of thumb is that you should zap good comments 21-42 sats and good posts 69-420 sats. Basically, for comments think in tens and for posts think in hundreds.
Price of the hat may have to increase. 😃
Maybe the price should be randomized. People are getting a little too comfortable.
