that headline confused me, but upon reading the article, that's a very interesting concept worth exploring: the requirement of being a civilian with no political power in order to run for public office.
i just gotta wonder though if there are forces who will try to dismantle his policies while he is out of office and running for re-election ...

He'll probably get to pick his (temporary) successor. Anyway, to me the policy doesn't sound like a good idea, it creates more or less a power vacuum between elections. Term limits sound like enough to me.

No one cared a bit about what happened back when the gangs were dominating the country. Now that the country is doing better, and is even safer than big cities in the US, along with the IMF loosing power, suddenly everyone is interested in these elections.
