In the 21st century, every war is a total war. What progress had been made during the Middle Ages to keep states from targeting civilians is now long gone.

When Nietzsche said that "God is dead" he warned that European morality was bound to collapse as a result of the Christian God becoming "unbelievable". In European morality was a prohibition against targeting civilians in war. Now that civilians are an accepted target of warfare, Nietzsche has been proven correct. European morality is now completely gone, and everything built on it will soon be despised or simply forgotten.

It is perhaps ironic for Nietzche to have been interested in Eternal Recurrence and seemingly not recognize that the collapse of European morality and everything built on it is a return to the horrors of the Ancient period.
