Lightning is built on top of Bitcoin. So if you can actually develop the lightning protocol you have to pretty much fully understand the Bitcoin protocol. I'd rather I fully understood both.

This is a hypothetical that doesn’t need to be. Neither of these are unattainable
With webln and all the api lately, it's really hard not being a LN dev. 😅

Bitcoin's value prop is non-changes; it works at scale today and has product-market fit.
Lightning is scaffolding for the bulk of Bitcoin "shell" development.
The answer is really neither, as shell development is the biggest need.
I think you have to be both. If you don't know about developing Bitcoin, how can you be a Lightning dev, I think. But you can specialize in one.
