Researchers found a way to use a local "mesh network" to connect nodes via Bluetooth and WiFi, building a local Lightning Network they call LNMesh.
Instead of the Internet, they used local "mesh networks," where nodes are connected directly via Bluetooth and WiFi, building a local Lightning Network they call LNMesh.
Their results? They say, under the right circumstances, offline Lightning Payments should be feasible.

There's already a number of bitcoiners in Berlin who use LN via mesh net. If you both nodes that share custody if a payment channel can communicate to update the channel state, then they can send/receive/route lightning payments without needing to be connected directly to the internet.
They won't be able to open/close the channels though.

Doesn't mention what happens when an offline participant goes online and broadcasts an invalid state. I don't see one reference to how a community watch tower could be built which I would say is crucial.
