It may be brought up but at the end of the day they can propose as many changes as they want. It doesn't mean anyone has to enforce those rules in consensus. My node=my rules=my interests.
Combined with the protocol being open source, anyone can develop & code onto the network. But if the incentive isn't there then no harm no foul. Its almost easier for the US Congress to balance a budget than it is to get bitcoiners to agree to change the network.
