This has already happened several times in the past. But is is more and more frequent now. After the halving it may become the normal.

Do you have any links to blocks with fees higher than subsidy? Are those mostly 2017 bull run occasions?

For example. Block 788695. This happened this year when brc20 started. 6.70 BTC fees. + 6.25 subsidy.
