It's a somewhat similar situation to natural disaster relief in the US. There are a bunch of coastal properties that can't get normal home insurance because of the incredibly risky location. However, the premium beachfront locations attract wealthy homeowners. Whenever those uninsured homes get destroyed by a natural disaster, those uninsured rich people get a government bailout.
