You get Texas citizenship by living in Texas. You are always considered a citizen of the state in which you reside.

Really, it depends on why you want "citizenship" of a particular state. What your purpose is.
If I am wronged within the Texas borders and I am suing someone for it, I could use the Texas Constitution as well as the US Constitution, even if I do not consider myself a "citizen" of Texas.
