The Congress shall have power to authenticate the purity of metals by way of coinage, and shall in no means declare the value of a coin or currency different than the value of its face redeemability for its equivalent amount of bullion.
The government of the united states shall not have the power to engage in indebtedness nor promissory notes on behalf of the nation, member States, insitiution, corporation nor upon any individual, shall not generate securities nor bonds on behalf of publically held lands, assets, foreign or domestic.
When one tenth of the member states' legislative bodies have resolved that congress has exceeded the power granted by the constitution, all funding and authority granted to the executive and all derivative agencies shall cease until the petitioning states and three fourths of all member states have agreed the congress has cured this breach.
