There's a fair chance there is some miscommunication here. Of course if it were true it would be fantastic for Uganda and its population (and for elsewhere in East Africa), however there are numerous reasons to insist on confirmation that this report is accurate.

Adam Back is doubtful:

they commissioned a geological survey and had the president quote $12 trillion. can someone just get the report? or someone more closely involved! Solomon Muyita @SMuyita or some #bitcoin'ers in Uganda? figure this out so everyone doesn't have to speculate what's wrong with this.
