Yup, there's some full nodes that run on this, and pretty much all lnd nodes are dependent on certain libraries from it
This is the thing that had a bug that was exploited that one time by burak to stall all lnd nodes for some time

Not by strict semver, but it's a convention that started in bitcoin core where the first number was never considered and the 2nd number represented major releases. Core eventually dropped the first number to be more accurate with semver so I wouldn't be surprised if projects like btcd and lnd eventually did too
CLN did a similar drop recently as well, and cdecker left an interesting comment on the difficulty with trying to follow semver strictly anyway with projects like these
