The Argentinean Public Transportation is mostly paid by a single card call SUBE.
Basically it is a debit card that you must prefund (no interest revenues). That card can be registered to your name, so in case you lost it, you can recover your funds just buying a new one, or you can just buy one without registration.
As the public transportation is subsidied, there was no distintion between users.
Now the government wants you to register the card by your name (they will know your movements) and you will keep the discount.
In the other case, if you don't register the card, you pay 60% more. They give you the chance of freedom and privacy, but that privacy has a cost. Do you think that this is ok?
Did any other country or city applied a non kyc system?
Is there any bitcoin solution to public transportation?
Really? A bus card should be private, just like that. In Spain are private, the only rechargeable public tansportation card with KYC system is the one for retirees, which seems logical to me because in this case the price is greatly reduced
