Um yeah of course they won't pay the fine. Its good to move to a country where the government will protect you from other governments. Otherwise there's no real benefit to being under that government.

American free speech laws protect American web services from complying with Australian or EU laws for example, but the EU or Canada does not protect its citizens from Australian laws. Its a good topic to learn about for web developers, but the internet is pretty much the only place where laws of other countries is an issue for most people in the first place.
