You can use an anonymous SMS verification service that accepts Bitcoin e.g. JuicySMS.com, SMSPVA.com or TextVerified.com. You can even use an Android emulator like Anbox or Android-x86 to signup, then connect it to Telegram Web or Telegram Desktop.
Additionally, the 10 newest listings are displayed in this P2P marketplace aggregator: https://anarkio.codeberg.page/markets/ But you would still need a Telegram account in order to contact the seller.
There are almost 1000 people in the P2P marketplace group & daily listings, as well as other good Bitcoin-related channels, so it may be useful to make an anonymous Telegram account.

Indeed, the worse the platform, the more users it has. I bet you can get even more people on Facebook and Discord.

It's possible to access Telegram via Tor (e.g. in-app proxy settings, Orbot or use Anbox in Whonix Workstation).
Signal has the same problems (phone number requirement & even more difficult to access without a phone: https://anarkio.codeberg.page/#/7560cf4a7685/11). Didn't test if Briar/Session work in Whonix yet.
